Vietnam’s Labor Export Recovers and Expands to New Markets

Vietnam’s labor export industry has seen a strong rebound after the pandemic, with nearly 860,000 workers going abroad between 2017 and 2023, primarily to traditional high-income markets like Japan, South Korea, and Taiwan (China). The country maintained a steady increase of about 10,000 workers sent abroad annually since 2014, though this was disrupted by the COVID-19 pandemic in 2020 and 2021, when the number of overseas workers sharply declined to around 78,600 in 2020 and just over 45,000 in 2021. However, after reopening its borders in March 2022, Vietnam’s labor export numbers bounced back, reaching nearly 142,800 workers in 2022 and almost 160,000 in 2023.

Japan and Taiwan (China) have consistently been the top destinations for Vietnamese workers, with Japan leading for five years (2018, 2019, 2020, 2022, and 2023), and Taiwan taking the lead in 2017 and 2021. The majority of Vietnamese labor migrants are employed in manufacturing sectors such as mechanics, garment, footwear, and electronics assembly, making up about 80% of the workforce. The remaining workers are employed in fields like construction, agriculture, fisheries, and domestic services, including elderly and patient care.

Wages vary across regions, with South Korea offering the highest pay at $1,600 to $2,000 per month, followed by Japan at $1,200 to $1,500, and Taiwan at $800 to $1,200. In countries like the Middle East and Malaysia, skilled workers earn between $600 and $1,000, while unskilled workers make $400 to $600.

In recent years, Vietnam’s labor export destinations have expanded beyond traditional markets to include countries like Australia, New Zealand, Germany, Hungary, and Greece, broadening opportunities for workers and strengthening the country's position in the global labor market.

Following the reopening of borders in 2022, the number of overseas workers surged, reaching almost 160,000 in 2023. While Japan and Taiwan remain key destinations, new markets such as Australia, New Zealand, Germany, Hungary, and Greece have emerged. Vietnamese workers predominantly fill roles in manufacturing, construction, agriculture, and domestic services, with wages varying by region, from $400 to $2,000 per month.
