Khanh Hoa: Seeking Opportunities to Escape Poverty Through Overseas Labor Export

Since the province of Khanh Hoa began promoting various solutions for sending workers abroad, the number of individuals participating in overseas employment has significantly increased. Many workers, especially those from poor households in mountainous districts, have improved their livelihoods and skills, transforming their lives.

Reaching Out to Mountainous Workers, Opening Opportunities for Overseas Employment

Cao Cầu (from Phuoc Dong commune, Nha Trang) shared that both he and his wife had unstable jobs. In 2022, he learned about job openings in Japan’s construction sector, where he could earn 35 million VND per month. With this income, his family was able to build a home and move out of poverty.

In late October 2024, the Khanh Hoa Employment Service Center, in collaboration with the Khanh Vinh district’s Department of Labor, Invalids, and Social Affairs, organized a job fair in Khánh Thượng commune. In addition to connecting local businesses with job seekers, the center sought 70 workers for Japan and 162 workers for Taiwan (China).

Cao Thi Sang, 22, from Khánh Thượng commune, had previously worked as a seamstress at a factory in Suoi Dau Industrial Park but faced job instability after the COVID-19 pandemic. After researching, she decided to apply for a seamstress position in Japan. Sang explained, "My family already has someone working abroad with a high salary, so I decided to look for a new opportunity."

Promoting Overseas Employment for the Province’s Laborers

Under the "Labor and Employment Resolution for Khanh Hoa Province from 2021-2025, with a Vision to 2030," the Employment Service Center has intensified awareness campaigns and collaborated with over 60 reputable businesses to promote overseas employment opportunities. Khanh Hoa, traditionally one of the provinces with fewer workers going abroad, saw 685 individuals leave for work overseas between 2021 and 2023. Among them, 17 were from the mountainous districts of Khanh Son and Khanh Vinh, most of whom were from poor households. As of early 2024, over 300 workers from the province have gone abroad for work.

According to the Department of Labor, Invalids, and Social Affairs in Khanh Hoa, the average income of workers going abroad is about 20 million VND per month. Upon completing their contracts, these workers have saved between 850 million and 1 billion VND. Families with members working abroad have seen significant improvements in their material and spiritual lives. When workers return, their skills, foreign language proficiency, industrial work habits, and organizational discipline are all greatly enhanced.

Strengthening Support Policies for Poor Households in Overseas Labor Export

Mr. Dang Quang Giang, Deputy Director of the Khanh Hoa Employment Service Center, noted that the number of workers sent abroad has steadily increased, and the quality of the labor force has improved, leading to better incomes. Many of these workers return with significantly improved living conditions.

At a recent conference reviewing the implementation of the overseas labor export program and discussing new loan support policies from the National Employment Fund, Mr. Dinh Van Thieu, Deputy Chairman of Khanh Hoa Provincial People’s Committee, instructed relevant agencies to propose new policies for supporting workers from 2025 to 2030. These policies will prioritize helping workers from poor and near-poor households, as well as those facing economic hardship, to find high-income jobs abroad and escape poverty sustainably.

Mr. Thieu emphasized the importance of monitoring the recruitment processes of businesses to prevent scams and ensuring transparency in fees so that workers can make informed decisions. He also encouraged the provision of career guidance and information on government loan schemes for students, workers, and job seekers interested in pursuing overseas employment.

Vietnam Manpower plays a key role in this initiative, helping workers from Khanh Hoa and other provinces enhance their skills and earnings, while contributing to the reduction of poverty and the improvement of local living standards through overseas labor opportunities.
