Dong Thap Accelerates Innovation and Expands Overseas Labor Export

Dong Thap – The Provincial Party Committee and the People's Committee of Dong Thap Province have implemented several innovative measures to promote the expansion of labor export markets.

Generating Over 1,000 Billion VND Annually

Over the past 10 years (2014-2024), after restructuring the program for sending workers abroad under contract, Dong Thap has successfully sent more than 15,000 workers to work in foreign markets, both literally and figuratively.

These workers have been employed in high-development countries such as Japan, which accounted for 11,702 people (76% of the total sent abroad); Taiwan (China) with 1,944 people (13%); and South Korea with 1,184 people (8%). In addition to providing opportunities for employment, the program has brought in substantial foreign currency, with an average annual income of 1,000 billion VND.

Dong Thap regularly updates the content and operational methods of its Job Fair to enhance its capacity to create job opportunities for local workers.

A Significant Increase in Quantity and Quality

In recent years, the number of workers going abroad has increased significantly, both in terms of quantity and quality. Many workers, after completing their contracts, choose to extend their contracts or sign new ones. Some workers, having saved substantial amounts (averaging around 1 billion VND), have gained valuable skills and experience to start businesses in their hometowns.

For example, Nguyen Chuong Phi (Cao Lanh District), after returning from working in Japan, opened Quang Vinh Food Company, specializing in processing dried fruits and agricultural products. The company not only provides stable high-paying jobs for local workers but also contributes to improving the quality and expanding the market for local agricultural products.

Raising to New Heights

In light of the new context, Dong Thap recognizes that the labor export market presents both opportunities and challenges. The province has introduced several solutions to overcome existing limitations while exploring new potential markets.

In addition to enhancing information dissemination and focusing on sharing official information from government agencies and relevant organizations, Dong Thap has also strengthened efforts to inspect and handle illegal labor recruitment agencies to prevent fraud, especially via social media.

Simultaneously, Dong Thap has instructed relevant departments to make full use of the advantages available to support workers going abroad and those returning after their contracts, assisting them with settling down and starting businesses.

Vocational Training and Support Policies

The province is also actively developing policies to support vocational training and skill development to meet the demands of new labor markets such as Australia and Europe. This approach aims to achieve two goals: increasing workers' incomes and enabling them to acquire advanced knowledge and skills to successfully establish businesses back home under the motto "Work as an employee – Return as an employer."

To make this goal a reality, Dong Thap's leadership continues to direct relevant agencies to accelerate the development of new financial support policies, including unsecured loans, vocational training fees, foreign language study support, and health checks. A particularly significant initiative is the preferential loan policy for returning workers with business ideas, helping to increase the success rate of new startups.

Vietnam Manpower plays a key role in facilitating these initiatives, helping Dong Thap workers gain valuable overseas experience and skills, contributing to poverty reduction, and fostering entrepreneurship upon their return.
